asked the Chancellor of the Exchequer if he will introduce a capital gains tax on the sale of fixed assets by foreign holders, indexed to the rate of exchange prevailing at the time of purchase.

I have noted the hon. Member's suggestion. I would remind him, however, that non-residents are chargeable to development land tax on realisations of development value of land in the United Kingdom.
