asked the Secretary of State for Social Services if, in line with his recent policy pronouncement urging management in the NHS to cut costs, he will review the situation whereby the Suffolk Area Health Authority received 89 official circulars between September and December 1976, with a further four in preparation, ignoring local authority and pay circulars.

The matter is being tackled energetically and significant progress has already been made. The number of official circulars issued by my Department to health authorities during 1976 was 40 per cent. fewer than in 1975. Of those issued between September and December, 10 related to health policies. The remainder consisted mainly of notices of primary concern to management, including items of information about equipment, staff training, changes in fees and charges and the like.
