asked Her Majesty's Government:

Whether they will take steps to suspend the operations of the British-Czechoslovak cultural agreement until the Czech Government has restored the limited degree of freedom hitherto permitted in Czechoslovakia.

I do not believe that the step which the noble Lord advocates would serve the course of human rights in Czechoslovakia. The Cultural Exchange Programme between Britain and Czechoslovakia provides useful opportunities for individuals in Czechoslovakia to make professional contact with their counterparts in the United Kingdom.
