asked the Secretary of State for the Environment what is the amount, per capita, of the rate support grant for each of the shire counties, in the years 1975–76, 1976–77, and 1977–78; and what has been the reduction, per capita, for each of these years.

asked the Secretary of State for the Environment what percentage the population of Suffolk is of the total for England and Wales; what percentage of the total rate support grant was allocated to Suffolk in the financial years 1974–75, 1975–76 and 1976–77; what are the probable and estimated percentages for 1977–78 and 1978–79; what is the probable absolute sum to be allocated to Suffolk in 1977; and what this figure would be if computed strictly on the percentage relationship of population.

Rate support grant is not paid in proportion to population. It is designed to compensate for varying needs and resources. The details given below relate only to the needs element of the rate support grant, and to payments made under the main RSG order for each year.

  1. (a) In June 1975, the population of Suffolk, as certified by the Registrar General for RSG purposes, represented 1.16 per cent of the population of England and Wales.
  2. (b) The percentages of needs element grant payable to Suffolk have been as follows:
