asked the Secretary of State for Energy what is his estimate of the reduction in the cost of the reading of gas and electric meters that would be achieved if meters were fitted on the outside of buildings.

We have made no such estimate. We are, however, informed by the industries that where the installation of outside meters is practicable, they regard it as in both their interests and those of the consumer, since it improves the efficiency of both meter reading and billing by eliminating estimated readings. But costs of installation vary with circumstances, and siting the meter outside must take account of safety and security.
