Mr. Ashley

asked the Minister for the Civil Service if he will publish the numbers of registered disabled people employed by each Government Department in October 1974 and June 1976 and the percentage of each Departments' total work force that these figures represent; and if he will also publish the targets each Department hopes to achieve by November 1977.

Specific targets for November 1977 have not been set, but Government Departments are well aware that each is regarded as a separate employer and must make every effort to employ the 3 per cent. quota of registered disabled staff and, if below quota, not to discharge a registered disabled person without cause, and also to give preference to a disabled person over a non-disabled person if otherwise the respective merits of the candidates are fairly evenly balanced.

Since the publication by my Department of the Code of Practice for the Employment of Registered Disabled People, 71 Government Departments and certain other bodies which follow the Civil Service practice have designated an officer entitled the Departmental Disabled Persons Officer to have full responsibility for the recruitment and career development of registered disabled persons in the Department, or in larger Departments, a region. This list is:
