§ Mr. John H. Osbornasked the Secretary of State for Transport if, following his decision to set up a Sheffield and Rotherham Transport and Land Use Study, and in the light of the conflict of interest between the South Yorkshire County Council and the Sheffield District Council both as regards transportation and strategic responsibilities, he will hold an independent inquiry to give more detailed attention to the differing interests of motorists, public transport, small traders and shops in the Banner Cross area.
§ Mr. HoramAs I understand the position, the Banner Cross traffic management proposals do not require my right hon. Friend's consent, and he is not, therefore, empowered to order an inquiry.
