§ Mr. McNamaraasked the Secretary of State for Foreign and Commonwealth Affairs whether he will list the system of election to be used by other member States for election of members to the European Parliament for direct elections.
§ Dr. OwenIt is for each member State to decide on the electoral system it wishes to use for the first elections to the European Parliament. As no State has so far enacted whatever legislation may be necessary in accordance with its constitutional requirements, it is not yet possible to say positively what system each will adopt, although it seems likely that some form of list system will be used in a majority of other member States.
