§ Mr. FreesonIn England, representation at community level may be provided through parish councils, with well-established statutory functions and powers. In some urban areas voluntary neighbourhood councils represent local communities. A circular on these matters will be issued after consultation with the Local Government Boundary Commission and the local authority associations.
