Mr. Stephen Ross

asked the Secretary of State for the Environment if he will expedite the introduction of community councils into the unrepresenter urban areas of England and Wales along the lines adopted by Glasgow.

In England, representation at community level may be provided through parish councils, with well-established statutory functions and powers. In some urban areas voluntary neighbourhood councils represent local communities. A circular on these matters will be issued after consultation with the Local Government Boundary Commission and the local authority associations.
