asked the Secretary of State for the Home Department when the proposed new borstal at Feltham will be completed; and what is the estimated cost.

Mr. John

Because of the limited funds available the project to replace the existing borstal at Feltham will not be completed until the early 1980s. The most recent estimate of cost is £8.8 million.

asked the Secretary of State for the Home Department for what age group the new borstal at Feltham is intended.

Those aged at least 15 and under 21 years at the date of conviction.

asked the Secretary of State for the Home Department what is the catchment area for the new borstal at Feltham; and what other establishments run by the Prison Service are likely to be made redundant, wholly or in part, when it is in operation.

Mr. John

The borstal being constructed is a replacement for the existing establishment and will have the same catchment area. It is one of the borstals serving the South-East of England, and gives priority to trainees from the neighbourhood of the establishment. It also provides specialist medical and psychiatric facilities for borstal trainees from other parts of England and Wales.
