asked the Secretary of State for Scotland how many registered housing associations in Scotland receive revenue deficit grant and how many do not; what is the total amount of revenue deficit grant paid in each of the past five years; what is the total paid to registered housing associations in grants for modernisation in each of the past five years; and what is average revenue deficit grant per dwelling and per pound of fair rent for those associations which receive it.

There are 109 registered housing associations in Scotland, of which four have received revenue deficit grant and 105 have not. This grant, introduced by the Housing Act 1974, is payable for an accounting year ending on or after 1st January 1974. The first payments, in 1975–76, totalled £27,300. In 1976–77, £162,600 has so far been paid.

The registration of housing associations by the Housing Corporation was also introduced by the 1974 Act. £2,746,000 has been paid in 1976–77 by way of housing association grant for rehabilitation to registered housing associations under the Housing Act 1974. No such payments were made in 1975–76.

The revenue deficit grant paid to date represents an average per dwelling of about £85. The average grant per pound of fair rent is not available.
