asked the Minister of Agriculture, Fisheries and Food what steps he is taking to avoid excessive fishing by Russian, Polish and East German vessels within United Kingdom fishery limits.

My right hon. Friends the Secretaries of State for Scotland and Northern Ireland and I are today laying before Parliament an order under the Sea Fish (Conservation) Act 1967, as amended by the Fishery Limits Act 1976, making fishing within United Kingdom fishery limits by vessels from Russia, Poland and East Germany subject to licensing. Licences will be issued only to a limited number of vessels, having regard to the quotas allocated to these countries by the EEC for the first quarter of this year.
