asked the Secretary of State for Energy what assistance he is making available to pensioners, who receive a basic State pension but no supplementary benefit, towards the cost of electricity for the quarter from February to April 1977.

Pensioners whose resources are above the level of supplementary pensions or who have not claimed their entitlement to supplementary benefit are outside the arrangements for giving a discount on electricity bills for periods ending in February, March or April 1977. But the Code of Practice for Payment of domestic Electricity and Gas Bills recently published by the industries after consultation with the Government provides a safeguard against disconnection for all pensioners over retirement age during the winter and helps them to get useful advice on possible ways out of difficulty in meeting fuel bills.
