pursuant to his reply [Official Report, 27th January 1977; Vol. 924, c. 767], gave the following information:

I am informed by the Manpower Services Commission that the training opportunities scheme helps those adults who, for whatever reason, wish to apply for training to acquire new skills. Nearly 90,000 people completed courses under TOPS in 1976, including many whose existing skills had been overtaken by technological change.
