asked the Secretary of State for Energy if he will ask the electricity boards to include within their discount scheme consumers whose total incomes are below the amount they would have received had they been in receipt of supplementary benefit but who have chosen not to make application for benefit.

The only practicable basis on which the Government's electricity discount scheme can operate requires that those who are to receive the help it provides can be readily identified by the Post Office staff who will be issuing discount vouchers. People who have not claimed their entitlement to either supplementary benefit or family income supplement cannot be so identified and cannot be included in the scheme. The Government are of course always concerned to ensure that those entitled to social security benefits claim their entitlement.
