asked the Secretary of State for Employment why it took him almost a month to send a copy of a letter which had been sent nine days earlier to the taxpayer who was making the complaint, reference No. 3105/1977; and whether he will expedite his replies in future.

The subject in question, namely, the implementation of the Health and Safety Commission's proposed regulations on safety representatives and safety committees, generated a considerable volume of correspondence. In the circumstances my replies to my hon. Friend on 26th January and the taxpayer mentioned, seven working days earlier, were handled as expeditiously as possible.
