Mr. Jim Callaghanasked the Secretary of State for the Environment what plans he has for extending tenant participation in the running of council estates in the overspill areas of the Greater Manchester Metropolitan County.
§ Mr. ArmstrongIt is the Government's policy to encourage authorities to establish arrangements for tenant consultation and participation in the running of their homes, including overspill estates. We hope, fairly soon, to supplement our guidance on this subject.
