But I recognise the extent of public concern about the large-scale accidents that from time to time occur, particularly in fog and other kinds of bad weather. The answer to the problem ultimately lies in the behaviour of drivers. Meanwhile we shall continue to install lighting, and other safety equipment to assist them.
