asked the Secretary of State for Foreign and Commonwealth Affairs if he will publish details of the Hong Kong Government's new plan for public assistance for the unemployed.

Mr. Luard

The Hong Kong Government plan to extend the present public assistance scheme during the financial year beginning 1st April 1977 to include unemployed able-bodied persons between 15 and 55 years of age. The main features of the new scheme are that it will apply to those who have lived in Hong Kong for two years and have been unemployed for one month. As is the case in the present public assistance scheme, the Director of Social Welfare will have discretion to make payments to persons in distress who are not able to meet the proposed criteria.
