Mr. Jessel

asked the Secretary of State for Social Services whether he will make a further report on the setting up of an inquiry into the state of affairs at Normansfield Hospital, Teddington.

I am pleased to be able to tell the hon. Member that Mr. Michael Sherrard QC has agreed to chair the proposed statutory inquiry. The terms of reference will beTo enquire into patient care and staff morale at Normansfield Hospital, Teddington, and in particular into complaints made by staff at the hospital and others; to enquire into the causes and effects of unrest at the hospital and the action taken to deal with the situation; and to make recommendations.

The other members of the Committee of Inquiry will be:

  • T. W. Fisher, Esq. SRN, RNMS.
  • Dr. H. Fowlie, MB., ChB., FRCPEd., FRCPsych.
  • The Hon. John Scarlett, CBE.
  • Mrs. Alys Woolley.

It is hoped to hold a preliminary meeting to decide questions of procedure and representation on 10th February and to start hearing evidence as soon as possible thereafter.
