§ Mr. HoramAnalysis of material collected in this survey of experience in four localities outside London, though now well-advanced, has been delayed by staff difficulties, and it would be premature to give advice on this incomplete basis. Results so far indicate that there are several factors at work. These include vehicle, spare-part and staff shortages, 177W industrial relations problems, maintenance difficulties, and traffic congestion. There is, however, considerable local variation in their relative importance.
