§ Mr. LuardThe Association was established in 1959 to foster contacts between the United Kingdom and the Soviet Union and to promote in the Soviet Union a better knowledge and understanding of the United Kingdom and its people. The grant in aid of up to £47,000 in 1977–78 is given to the Association to assist it to carry out these purposes and to enable it to carry out a programme of activities in pursuance of the provisions of the Final Act of the Conference on Security and Co-operation in Europe.
