Mr. Hoyle

asked the Secretary of State for Social Services (1) what effect the new EEC tax regulations on tobacco duty will have on the Government's health policy in relation to cigarette smoking;

(2) in the light of the expected reduction in the price of plain cigarettes, what steps he intends to take to encourage the smoking of tipped cigarettes rather than plain ones; and if he will make a statement.
