asked the Secretary of State for the Environment when he expects to introduce a scheme to allow local authorities to charge fees for building regulations.

My right hon. Friend announced on 9th November that, in order to assist the construction industry, he had decided not to introduce any scheme for imposing fees for building regulation applications in 1978–79, and was therefore allowing local authorities an additional £13 million to count as relevant expenditure for the rate support grant settlement for that year.
