Mr. Wigley

asked the Secretary of State for Wales how many accidents are required involving (a) the injury to pedestrians and (b) the death of pedestrians before a trunk road in Wales is adjudged to be dangerous enough for considering the permitting of a zebra or pelican crossing.

Mr. Barry Jones

There is no requirement for a record of accidents involving pedestrian injuries or deaths before a zebra or pelican crossing can be provided. Account is taken of a number of factors, including the number and ages of pedestrians, the amount and composition of vehicle traffic, the accident risk, any accident record, and whether a crossing is likely to make a contribution to safety at the particular site.

Mr. Wigley

asked the Secretary of State for Wales if he will revise the criteria used for locating zebra and pelican crossings in villages in order to allow greater flexibility by local authorities, and in the case of trunk roads, by the Welsh Office, in the provision of such crossings.

No. The existing criteria can be applied with sufficient flexibility to permit the appropriate provision of zebra and pelican crossings.
