asked the Secretary of State for Transport when he proposes to announce the setting up the Review of O Licensing promised in the transport

3 tons unladen weight and over 3 tons Lorries unladen weight, respectively; and what steps he is taking to reduce road traffic accidents, loss of life and serious injuries.

The information is as follows:

Fatal and serious casualties, by age, in road accidents including vehicles, Great Britain, 1976

policy White Paper, CMND 6836; and whether he will make a statement.

I have now appointed an independent committee to carry out the review. Professor C. D. Foster, at present Director of the Centre for Environmental Studies, has ageed to act as chairman. The other members are:

I am considering making one further appointment in the early stages of the committee's work.

The committee has the following terms of reference:ߞ To consider the effectiveness of the Operator's Licensing system of road freight transport introduced by the Transport Act 1968, as amended, and to make recommendations for any changes in the system or its practical application which would improve the quality and efficiency of the road freight industry, bearing in mind Government policy for that industry as recently announced in the Transport Policy White Paper.
