asked the Secretary of State for Education and Science in what circumstances, if any, a student who has received no previous local authority grant, either mandatory or discretionary, can be debarred from receiving mandatory grant for a first degree course.

Local education authorities are not under a duty to make a mandatory award to a student who does not satisfy the conditions prescribed by the Local Education Authority Awards Regulations 1977, a copy of which I am sending to my hon. Friend. The main conditions are contained in Regulations 9 and 10 and concern previous study and ordinary residence in the United Kingdom. It is open to a local education authority to make a discretionary award to a student who does not satisfy the conditions for a mandatory award.
