asked the Minister for the Civil Service what is the cash limit set on Civil Service expenditure for 1976–77, the amount spent, and the percentage under or over spent.

Provisional figures for the outturn on cash limited expenditure in 1976–77 were published as Cmnd. 6902. I am specifically responsible for a number of cash limits covering Civil Service staff costs and related administrative expenditure amounting in total to £2,364 million in 1976–77. Of this, £2,242 million was spent, representing an underspend of 5.2 per cent. Some Civil Service staff costs are, however, included within other cash blocks, the main example being Ministry of Defence Block 1; for these, accordingly, no separate cash limit on Civil Service expenditure exists.
