35. Mr. Wyn Roberts

asked the Secretary of State for Foreign and Commonwealth Affairs if he will consult other members of the Commonwealth with a view to agreeing a Commonwealth Convention on Human Rights, similar to the European Convention.

Mr. Luard

We believe that the Commonwealth has the potential to make a valuable contribution to the international promotion of human rights and hope to be able to build on the forthright statement in the communiqué issued after the Commonwealth Heads of Government meeting in London in June.

41. Mr. Hugh Jenkins

asked the Secretary of State for Foreign and Commonwealth Affairs what is his attitude to the United Nations Commission on Human Rights, with special reference to the detention of parliamentarians in Indonesia; and if he will make a statement.

Mr. Luard

We are not satisfied with the Commission's past performance in dealing with individual cases but believe it has an important role to play in international activity against all violations of human rights. We have not yet decided on which problems it would be right to concentrate at the next meeting of the Commission in February 1978.
