§ Mr. Gregor MacKenzieIt is my right hon. Friend's policy to encourage the creation of new jobs in any sector of industry, and especially in special development areas. Neither the Scottish Development Agency Act 1975 nor the industrial investment guidelines precludes the Agency from investing in projects in service industries. The extent to which it chooses to do so is a matter for it.
