asked the Secretary of State for Scotland (1) how many swimming pool projects are now under construction in Scotland; and for how many he has had to refuse borrowing sanction in the past two years;

(2) what was the cost, at 1977 prices, of the most recent community centre to be constructed in Scotland;

(3) how many community centre projects are now under construction in Scotland; and for how many he has had to refuse borrowing sanction in the past two years.

The information is not available centrally. Under the new system of financial planning for capital expenditure, which came into effect on 1st April 1977, local authorities are not required to provide information about the construction and final costs of individual social, cultural and recreational projects costing less than £500,000. In 1976–77 no approvals to start new swimming pool projects were given and four community centres were authorised, all in areas of severe deprivation.
