Mr. Wigley

asked the Secretary of State for Transport if he will now ensure that motor vehicle registration documents V5 and form V19 are available either in Welsh or in a bilingual format for use in Wales.

Mr. Horam

A Welsh version of form V5 would not be practicable since, as vehicles are sold out of Wales, the form has to be understandable everywhere in the United Kingdom. A Welsh and English version would entail considerable extra cost and cannot be countenanced at present. Demand for a Welsh version of form V19 has been small; in any event, letters in Welsh are readily accepted in its place.

asked the Secretary of State for Transport what areas of Clwyd and Gwynedd now have their car registrations undertaken from offices in Chester.

Our local vehicle licensing offices, unlike the old motor taxation offices, do not deal with applications only from specific geographical areas. The offices most likely to be used by residents of Clwyd and Gwynedd are at Chester, Aberystwyth and Bangor.
