Whether the rules for licensing stallions can be abolished or changed by order, as in the case of licensing bulls, or whether legislation is required.

There are limited powers in the Horse Breeding Act 1958 to change the rules for licensing stallions by Statutory Instrument, but only in respect of the licensing procedures and the exempting of specified breeds of pony from the licensing requirements. Abolition of licensing is, however, not possible without amendment or repeal of the Act.
