Mr. Oakes

It is one of the objects of mergers of this kind that the new institution should draw to the fullest extent on the existing resources of the constituent colleges. My right hon Friend will consider on their merits proposals from local education authorities for any additional provision which is subject to her control including major capital expenditure and the introduction of new courses. The day to day running of colleges and their staffing are matters for the governors and the local education authority concerned.
