§ Mr. HoramAbout 40 per cent. of all journeys are made entirely on foot, and I therefore naturally attach great importance to the increasing provision of pedestrian facilities. This is mainly a responsibility of local authorities, but my Department has an active programme of research, issues general advice and is very ready to help with particular initiatives.
