Mr. Wigley

asked the Secretary of State for Wales if he will now ensure that Welsh Office circulars, which it is intended should be placed before local councils in Wales for their consideration shall henceforward be issued in a bilingual format, thus avoiding a duplication of translation work at local authority level.
