§ Mr. Gregor MacKenzieThe responsibility for infrastructure projects rests with their promoters, local authorities and other public bodies, and it is difficult for me to say whether any specific project would not have gone ahead without the Fund's assistance. Claims in respect of industrial projects are based on regional assistance already approved by the Government, and the amounts received from the Fund have no direct effect on the progress of the projects.
