§ Mr. ArmstrongNo. These reports are not basically any different from the many other types of reports commissioned by local authorities and there would be no point in singling them out for special treatment in this way. A report on a housing action area is a working document prepared mainly to assist the local authority itself to take a decision and, after declaration, is made available for inspection locally, with other relevant documents, to anyone interested.
