Mr. Ralph Howell

asked the Chancellor of the Exchequer if he will publish a table showing for a married couple with two children earning (a) 100 per cent., (b) 60 per cent. and (c) 40 per cent. of average male manual earnings, the net weekly value of family allowance, after tax where applicable, expressed as a percentage of average male manual earnings in each year since 1946.

The figures are as follows:

the income tax year, the figures are based on the average weekly rate in force over the whole year.

For year up to and including 1969–70 average earnings are the Department of Employment's estimates of the average weekly earnings of full-time male manual workers aged 21 and over in manufacturing and certain other industries at October of each year. For later years the New Earnings Survey estimates of the average weekly earnings of similar workers in April of each year have been used.
