Because of a shortage of staff this authority is temporarily unable to fulfil its duties under Section 9 of the Children and Young Persons Act 1969 for certain categories of children. It is, however,120W continuing to make social inquiry reports for the courts on juveniles on the active case loads of its social workers and in non-accidental injury cases.
