§ Mr. Harold WalkerWe have received a variety of representations about the present arrangements for the granting of certificates of independence. Consultations are at present taking place with the main interested organisations about what might be done to improve what appears to the Government to be an unsatisfactory situation. I am not yet in a position to say what action we will take.
