BrownPlans for introducing legislation would be premature while discussions continue with the Convention of Scottish Local Authorities with 561W a view to evolving generally accepted working arrangements between social work and housing authorities for dealing with homelessness and associated problems. My right hon. Friend's Departments are frequently in touch with organisations concerned with the plight of the homeless. Representations on the specific question of responsibility for housing the homeless have been made in the context of comments on the recommendations of the Morris Report on Links between Housing and Social Work.
