§ Mr. Gordon Wilsonasked the Secretary of State for Scotland what additional rate support grant will be made available to local authorities in Scotland to enable them to meet the costs of materials involved in the Department of Energy 192W and Job Creation Programme scheme to provide insulation for the roofs of houses occupied by the elderly, the physically handicapped and low-income groups.
§ Mr. MillanThe circular issued by the Department of Energy made it clear that local authorities are expected to contain their share of the cost within existing expenditure programmes.
