§ Mr. TomlinsonAt the Third United Nations Conference on the Law of the Sea, Her Majesty's Government are working for the establishment, within the framework of a generally acceptable international agreement, of an International Seabed Authority to supervise the exploration for and exploitation of the mineral resources of the sea bed beyond the continental margin. This regime should guarantee access for States and their companies.
