asked Her Majesty's Government:

What is the total cost (actual or anticipated) per job created by (a) the Job Release Scheme; and (b) the Job Creation Scheme; and (c) the Work Experience Scheme.

Lord JACQUES

The gross maximum cost of paying an allowance under the Job Release Scheme for a full year is £1,196. This is the amount paid to a qualified person who either leaves employment or, being registered unemployed, ceases to look for work early and creates an employment opportunity for a person who is on the unemployed register. The net cost, after taking account of savings of unemployment benefit and other savings to public funds, is about £560 per person in a full year. In many cases, the payment of job release allowance will be made for less than a year, because it is payable only until statutory minimum pensionable age, and the cost will be proportionately reduced.

I am informed by the Manpower Services Commission that the average cost of each job created under the Job Creation Programme is £1,350. The total gross cost of a work experience place is approximately £420, assuming that a scheme runs for the minimum of six months, and £620 for a nine month period.

What is the total expenditure on job creation by the Manpower Services Commission and allied agencies, and the number of jobs so created.

My Lords, of the £90 million made available to the Manpower Services Commission for the Job Creation Programme, £67 million has so far been allocated to projects which will provide up to 50,000 temporary jobs.

What is the latest estimate of the average capital cost per job created:

  1. (a) in the public sector; and
  2. (b) in the private sector of the economy.

Capital cost per job date is not aggregated for the public and private sectors.
