asked the Secretary of State for the Home Department whether he now has plans to establish detention centres operating on days when there are football matches in the locality concerned.

I am considering the penalties available to the courts and in particular am looking again at the possibility that a power should be given to the courts—in addition to their existing powers in relation to detention and attendance centres—to order offenders to report to police stations when matches are being played. I have asked the police organisations for their views, taking into account the practical difficulties. I am, however, anxious to ensure that the proposal should be very thoroughly examined.
