asked the Secretary of State for Northern Ireland if he will introduce a more flexible scheme of compensation for the families of people killed by terrorists, permitting pain and suffering to be taken into account.

I must ask the hon. Member to await the proposals for amending the law on compensation for Criminal Injuries to Persons in Northern Ireland which my right hon. Friend hopes to publish before Christmas.
