§ Mr. Berryasked the Secretary of State for the Environment whether he will review the position whereby if a tenant applies to the rent officer for registration of a fair rent and the rent is reduced, such reduction is retrospective to the date of application, whereas if an increase is fixed, such increase is only payable after registration of the rent and the serving of notice on the tenant.
