- Llanelli Borough Council
- Merthyr Tydfil Borough Council
- Meirionydd District Council
- Monmouth District Council
- Montgomery District Council
- Neath Borough Council
- Preseli District Council
- Radnor District Council
- Swansea City Council
- Newport Borough Council
The following authorities did not seek an additional allocation for mortgage lending:
- Aberconway Borough Council
- Afan Borough Council
- Alyn and Deeside District Council
- Brecknock Borough Council
- Ceredigion District Council
- Colwyn Borough Council
- Delyn Borough Council
- Dwyfor District Council
