§ Mr. Tugendhatasked the Secretary of State for the Environment if he will make an order under Section 11 of the Housing Rents and Subsidies Act 1975 restricting or preventing increases in rent by local authorities who develop and own housing estates which are not financed out of their housing revenue accounts.
